Saudi Arabia has opened residential ownership to international buyers in designated zones of Jeddah and Riyadh. It is an early market: branded towers, new waterfront districts and the infrastructure of Vision 2030 are arriving at pace, and the first buyers in tend to secure the best positions and pricing.
Branded and off-plan residences in Jeddah and Riyadh, chosen from developers with a delivery record behind them, for buyers who want a footing in the Kingdom alongside London, Dubai or Miami.
The rules for non-Saudi buyers are new, and ownership zones, residency thresholds and fees are still settling. We confirm each point for the specific property, with local counsel, before a reservation is paid.
Yes. Under the law on property ownership by non-Saudis, in force since January 2026, international buyers can own residential property in designated zones, initially in Riyadh and Jeddah. Makkah and Madinah are subject to stricter conditions. The zones are set by the Real Estate General Authority, so we confirm that a specific property sits within one before you commit.
It can. Saudi Premium Residency has a category for owners of residential property worth SAR 4 million or more, subject to its other conditions. Eligibility is assessed on the individual and the property, so check it for your purchase before relying on it.
A 5% Real Estate Transaction Tax is charged on the value of the transfer; VAT does not apply to residential sales. There is no annual property tax. Because the regulations for non-Saudi buyers are new, ask your lawyer to confirm any additional fees that apply to your purchase.
Off-plan sales are licensed under the Wafi programme of the Real Estate General Authority. Buyers' payments go into an escrow account for the project and are released to the developer as construction progresses. Ask for the project's Wafi licence before paying a reservation.
You reserve the residence, sign a sale and purchase contract with the developer or seller, and the transfer of title is registered with the Ministry of Justice, usually electronically. For off-plan homes, payments follow the schedule in the contract and title transfers on completion. An independent Saudi lawyer should review the contract before you sign.
